Program Overview
The Pathways to Excellence New Start Program is a comprehensive 24-week entrepreneurship development program specifically designed for justice-involved Marylanders. Through this program, you’ll develop business skills, create a business plan, receive mentorship from successful entrepreneurs, and connect to potential financing opportunities, including the Maryland New Start Microloan Program.

- Justice-involved background (completed sentence or pre-release)
- Interest in starting a business
- Maryland resident
- Meet SBA Federal Microloan Program requirements*
- Available for 24-week program commitment
* Excludes offenses involving fraud, dishonesty, or (for childcare businesses) offenses against children

FAQ
What if I don't have a business idea yet?
That’s okay! Part of the program is helping you discover and shape a business idea that fits your skills, interests, and goals. You’ll work with mentors and through our curriculum to develop a solid plan before launch.
Do I need good credit to participate?
No. There’s no credit check required for the loan portion of this program, and your credit history will not affect your acceptance into the training.
What if I'm still on parole/probation?
You can still apply as long as you meet the other eligibility requirements and can commit to attending the program sessions.
How much time does the program require?
This is a 24-week commitment. Expect regular training sessions, mentoring meetings, and independent work on your business plan each week. We’ll provide a detailed schedule before you begin.
What happens if I can't attend all sessions?
We understand life happens. While consistent participation is important for your success, we offer limited make-up options and support to help you stay on track if you miss a session.
Is there really no cost to participate?
Yes. The training, mentoring, and program support are provided at no cost to you. If you apply for a loan, you’ll have access to up to $50,000 with no interest, no fees, and no credit check but repayment terms will apply once your business launches.
What kind of businesses can I start?
You can pursue most types of legal businesses, from service-based to product-based. Some restrictions apply (for example, child-care businesses must meet additional requirements, and businesses involving fraud or offenses against children are not eligible).
When will I know if I'm accepted?
You’ll receive a decision within 5 business days after submitting your application.
